Centre abandons lateral entry plan amid pressure from allies, opposition

In his letter to the government seniority restricting recruitment under the ‘lateral entry’ process, Mr. Singh spoke about Prime Minister Narendra Modi’s instructions that there is a need for the cap on lateral entry to follow the Constitution and the principles of social justice, especially on the supply of reservations.

The government today asked the Union Public Service Commission (UPSC) to withdraw the advertisement for lateral entry into bureaucracy, a complete about turn after getting criticized by the opposition and pressure from ally Chirag for passing such a recalcitrant motion against it.

Prime Minister Narendra Modi feels that the “move should be aligned with social justice,”  Union Minister Jitender Singh said in the letter addressed to the chairman of the UPSC.

The UPSC, however, last week published the advertisement for recruitment of ‘qualified and self-motivated Indian citizens’ into various coordinated categories in the Central government on a lateral basis. Such positions were Joint Secretary, Director, and Deputy Secretary positions in the 24 ministries; there were 45 chances for results in total.

Before 2014, most of the lateral entries had been made on an ad hoc basis, sometimes with allegations of favoritism. Our government has tried to ensure that the process is institutionalized, transparent, and open for anyone who is interested to apply.

‘About the process of lateral entry, the Prime Minister is of the firm belief that it should be as per the Constitution of India with special reference to the provision of reservation, which is feelings of equity and social justice.’.
