White House memo advises the U.S. to maintain its technological edge in developing A.I. without harming rights and privacy.
It asks U.S. agencies to strengthen semiconductor chip supply chains, ensure such A.I. considerations are included in new government technology, and gather intelligence to gather on foreign efforts to undermine the US AI leadership.
“We believe that we must outcompete our adversaries and mitigate the threats posed by adversary use of A.I.,” said a Biden administration official quoted by AFP, the French news agency.
The White House memo emphasized that the government must use A.I. to defend human rights and democratic values. “Americans must know when they can trust systems to perform safely and reliably,” it said.
As part of those protection measures, it calls on U.S. agencies to “monitor, assess, and mitigate AIAI. Risks related to invasions of privacy, bias, and discrimination, the safety of individuals and groups, and other human rights abuses.”
The directive also requests a framework for Washington “to work with allies to ensure AIA.I.is developed and used in ways that adhere to international law while protecting human rights and fundamental freedoms.”
