Seoul conference develops blueprint for responsible military AI

The Seoul summit, seeking to preset consensus on a roadmap, outlined the formula to set up the minimum framework for regulation of AI in the military and a number of suggestions on its responsible use relative to the principles presented by NATO or the U.S. or other countries, a senior South Korean official explained.

South Korea brought together an international conference on Monday in an effort to determine the guidelines for the appropriate utilization of AI in the military, even though no enforceable laws are anticipated to emerge from it.

The second summit meeting has attracted government delegations from over 90 countries, including the United States of America and the People’s Republic of China.

During the first summit that was held in Amsterdam last year, the United States, China, and other countries signed a simple ‘action plan’ that does not have any binding nature.

The recent war between Russia and Ukraine is an illustration of armed conflict in which an AI-applied Ukrainian drone served as David’s sling, South Korean Defense Minister Mr. Kim Yong-hyun said in his opening remarks.

He was talking about efforts in Ukraine to satisfy comprehensive technology against Russia with artificial intelligence robotic mechanisms launched to overcome signal interference and to allow UAVs to be operated in swarms.

“When the AI is used in the military domain, the work of the military increases significantly, but it is sometimes like a double-edged sword that can harm the users,” Kim said.

South Korea’s Foreign Minister Cho Tae-yul said topics to be discussed include legal analysis to guarantee adherence to international law and regulation and control of autonomous weapons’ decision-making in cases involving the life and death of people without sufficient human supervision.
