Ukraine calls on refugees in Germany to return home

With the war between Ukraine and Russia fast approaching its third anniversary, Kyiv is calling on citizens who fled to Germany to return home. The Deputy Prime Minister, Oleksiy Chernyshov, announced plans for the opening of processing centers with the objective of assisting refugees in finding housing and jobs back home. They will open initially in Berlin and then expand into other areas.

Since hostilities started in 2022, nearly 1.2 million Ukrainians fled to Germany after Russia’s military invasion ordered by President Vladimir Putin. Chernyshov disputed the plan with German Interior Minister Nancy Faeser, who he said claimed many of them are presently planning on returning to Ukraine.

Faeser named these processing centers “unity hubs” that will help Ukrainian refugees either return or integrate more smoothly into German society if they choose to stay. These hubs will also offer support in finding jobs and professional qualification processes for those who opt to remain in Germany.

The ongoing war and emigration crisis have significantly decreased the population of Ukraine, creating a shortage of skilled workers required for the recovery process. Chernyshov said returnees were crucial for rebuilding the workforce, and those who took jobs in critical sectors would not be drafted.

In addition, Germany’s friendly refugee policies have given them refuge from the conflict. Some 240,000 Ukrainian refugees had jobs subject to social insurance in Germany by the end of 2024, about a quarter more than in the previous year, according to the Federal Employment Agency.

Yet it is also worth pointing out that over 60 percent of Ukrainian refugees of working age are women, and many struggle to balance child-care with jobs. “Germany is a reliable partner,” said Chernyshov, appreciating German support at this moment for the Ukrainian people.
