US envoy Steve Witkoff meets Putin amid ongoing Ukraine conflict

United States special envoy Steve Witkoff met with Russian President Vladimir Putin in Saint Petersburg to try to bring an end to the war in Ukraine. The two were seated together at the presidential library, with Russian state television broadcasting the image of the two sitting together as they commenced the negotiations.

Kremlin spokesman Dmitry Peskov focused on the significance of the negotiations, declaring, “The tedious work goes on. Witkoff, as a special representative of President Trump, will convey messages from his president to Putin.” Peskov added that discussions would be on various sides of finding a settlement in Ukraine.

Earlier reports showed Witkoff leaving his Saint Petersburg hotel with Kirill Dmitriev, Russia’s economic negotiator. Diplomatic attempts to secure a ceasefire have been delayed as negotiations continue on the terms to end the war.

Tensions have been heightened, particularly following Trump’s remarks expressing irritation at Putin’s rebuke of Ukrainian President Volodymyr Zelenskyy’sZelenskyy receives support and loan from UK’s Starmer leadership. Trump also issued threats regarding potential tariffs on Russian oil if a peace deal to end the violence is not met.

On his Truth Social, Trump pleaded, “Russia must get moving. Too many lives are being lost in this horrific and senseless war – a war that never should have begun.”

Frozen Negotiations and Limited Hopes
A breakthrough is unlikely in spite of the ongoing negotiations. Last month, Putin spurned a US-Ukrainian joint proposal for an unconditional ceasefire. Although both nations agreed on a ceasefire on attacks on energy infrastructure last March, complaints of violations have persisted.

Yulia Shapovalova, an Al Jazeera correspondent, quoted that the Kremlin is not expecting any significant breakthroughs from the Witkoff-Putin meeting. What Witkoff has with him is evident: a ceasefire request in Ukraine. However, experts estimate Putin will likely not be keen on demonstrating willingness to be open to such a ceasefire while the Russian military continues to advance deeper on the battlefront.

Russia’s proposals are firm, opposing NATO’s expansion, insisting on a weaker US presence in Europe, and seeking security guarantees for its internal affairs. Between these failures, Shapovalova added that declining oil prices could impact Russia’s ability to sustain its war effort in the long run.

Witkoff emerged as a key figure in US-Russian negotiations, especially as tensions have eased since the Biden administration. Following his earlier meetings with Putin, Witkoff called the Russian president a “great leader” and “not a bad guy.”

In a notable breakthrough, US and Russian diplomats sat down in Turkiye, claiming to have made steps toward normalizing the operations of their diplomatic missions. Russia simultaneously released American citizen Ksenia Karelina on the same day as a prisoner swap for accused tech smuggler Arthur Petrov, with Russian Foreign Minister Sergey Lavrov insisting that such exchanges build the confidence required to increase bilateral ties.
